Enrique K. Razon Jr.
Aside from being the Chairman of Prime Infra, Enrique K. Razon Jr. is also Chairman of the Board and President of International Container Terminal Services, Inc. or ICTSI, a Philippine-based company that manages and operates over 32 ports and terminals in 19 different countries across the globe.
In addition to having valuable experience in marine cargo handling, Mr. Razon also pursues investments and has expertise in other major industries such as Power, Infrastructure, Mining, Oil and Gas Exploration, Leisure and Gaming Facilities in the Philippines and across the globe. Mr. Razon sits on the board of most ICTSI subsidiaries worldwide and also chairs its foundation, which oversees and implements the entire group’s CSR efforts and advocacies.

Martin L. O’Neil
Aside from being the Vice Chairman of and Chief Financial Advisor to the Prime Infra Board, Mr. O’Neil is also Senior Financial Advisor to the Prime Infra management and Senior Advisor of International Container Terminal Services, Inc. (ICTSI).
O’Neil was ICTSI Executive Vice President from 2015 to 2018 where he oversaw the company’s Global Corporate Finance, Controllership, Human Resources, and Corporate Affairs and Governance (Legal). O’Neil was also ICTSI’s Senior Vice President and Chief Financial Officer from 2003 to 2015.
Prior to joining the Razon Group, O’Neil was Managing Director of JP Morgan & Co from 1984 to 2000. He was also a Founding Member and Head of the London office of Telegraph Hill Communications Partners.

Guillaume Lucci
Guillaume has led for nearly 25 years the development and operations of infrastructure projects across the transportation, energy, power, water, and maritime ports industries with a specific focus on emerging markets. He has led projects through inception, engineering, financing, and operations in over 30 countries and has corporate board experience in Asia, the Middle East, and the Americas.
After leading the Global Engineering division and group-wide Capital Expenditures function as an Officer of International Container Terminal Services, Inc. (ICTSI, PSE:ICT), in 2017, Guillaume incorporated Prime Infrastructure Capital, Inc., (Prime Infra) where he is the current President and CEO, and Board Member, as well as President of Prime Infra Foundation. Prime Infra, a Razon controlled company, is a leader in the development of socially relevant and sustainable infrastructure. It focuses on developing and operating Water, Sustainable Energy, Waste Management, and Sustainable Fuels businesses, with presence in 6 countries. In 2023, the Prime Infra base turnover is circa USD1B.
Relative to Water, Prime Infra is the controlling shareholder of Manila Water Company, Inc. (PSE:MWC) with over 12 million people served. It owns WawaJVCo which built and operates the Wawa Bulk Water Supply Project delivering in two phases over 518 MLD.
Relative to Sustainable Energy, Prime Infra is the operator of the Malampaya Deep Water Gas-to-Power project in the Philippines which provides gas for over 20% of the domestic power supply. In 2025, Prime Energy will be drilling new wells and developing new service contracts. Prime Infra is also the developer of the largest pumped storage projects in the Philippines totaling 2GW targeting commercial operations in 2030. Further in the renewables space, Prime Infra started commercial operations of its 128MW solar farm in 3Q24.
Relative to Waste Management, Prime Infra owns and operates the most modern Sanitary Landfills, and will be developing other similar facilities across the Philippines. The objective is to maximize resource recovery to 80-90% of total received waste, significantly reducing landfilled volumes, thereby lessening organic waste decomposing and producing harmful methane emissions.
Guillaume is also a Board Member of US-based WasteFuel Global Inc., a company dedicated to the production of Sustainable Fuels sourced from municipal solid waste, and includes as shareholders Net Jets, Maersk, and British Petroleum.
In the past decade, Guillaume delivered over USD4B in infrastructure projects and over USD500M in M&A, located in Iraq, Democratic Republic of Congo, Colombia, Mexico, Honduras, Argentina, Philippines, Papua New Guinea, and Australia.
Guillaume holds a M.S. degree in Structural Engineering, Mechanics and Materials from the University of California at Berkeley, and undergraduate degrees in Civil/Ocean Engineering and in Mathematics from the Florida Institute of Technology (Summa Cum Laude), and the University of Toulon et du Var in France. He is a registered Civil Engineer in the United States.

Stephen A. Paradies
Aside from being a Director of Prime Infra, Mr. Paradies also holds the position of Chairman of More Electric & Power Inc., and Director of International Container Terminal Services, Inc. (ICTSI) and Apex Mining Company Incorporated. He is also a Trustee of the Bloomberry Cultural Foundation.
Before his stint with the Prime Group as Director, he served as the Group Chief Financial Officer, Senior Vice President and Corporate Information Officer of Aboitiz Equity Ventures, Inc. from 2004 to 2015. He was also a Director of UnionBank of the Philippines from 1989 to 2016.

Christian R. Gonzalez
Mr. Gonzalez is the Executive Vice President of International Container Terminal Services, Inc. (ICTSI) and the company’s Head of Global Corporate.
Prior to serving these positions, he also acted as Senior Vice President and Regional Head of Asia Pacific & MICT at International Container Terminal Services, Inc. from 2012 to 2018. Mr. Gonzalez now also serves as President of the ICTSI Foundation and Director of Bloomberry Resorts Corporation.

Danilo S. Feliciano
Mr. Feliciano is the Chairman and Chief Executive Officer of Exchange Equity Partners Group Corporation. He has over 35 years of broad international and domestic investment banking experience, having advised some of the largest Philippine corporates on equity and equity-related financings, initial public offerings, debt placements and mergers and acquisitions. He was responsible for creating and structuring innovative transaction solutions that are currently being implemented by numerous Philippine corporates.
Prior to his current role, he was Co-Chief Executive Officer of CLSA Exchange Capital, Inc. (“CLSA ECI”). He began his investment banking career in New York with Merrill Lynch where he worked for 10 years advising some of the world’s largest oil and gas companies.
Mr. Feliciano received his Bachelor of Arts in Economics and East Asian Studies from Columbia University in New York (Summa Cum Laude). He received his Master of Business Administration specializing in Finance and Management from Columbia Business School in New York.

Sandy A. Alipio
Mr. Alipio has some 30 years of leadership in finance in the Philippines and the United States, having most recently served as the Global Financial Controller of International Container Terminal Services Inc. (ICTSI). Prior to his work at ICTSI, he spent a decade working for the San Francisco-based Elan Pharmaceuticals and held several positions including Vice President of BioNeurology Finance and Vice President of Internal Audit & SOX.
From 2000 to 2004, Mr. Alipio was a Senior Manager for Audits and Business Advisory at KPMG LLP in San Francisco. He was with Makati-based SGV and Co. from 1994 and was seconded in Chicago back in 1997. He was also a Manager for Assurance and Business Advisory Services in 2000.
A Certified Internal Auditor and a Certified Public Accountant, Mr. Alipio is a graduate of University of the Philippines Diliman.

Minerva A. Matibag
Ms. Matibag is a senior finance executive with over 20 years of global experience leading successful teams in complex organizational environments and in challenging markets.
Prior to joining Prime Infra, Ms. Matibag was a senior finance executive at General Motors where she had a strong track record of driving short and long-term results by partnering with the business and providing financial clarity and transparency. Ms. Matibag’s career has spanned six countries, including major markets such as the United States, Brazil, South Korea and Japan. Over the years, Ms. Matibag has held four CFO roles in multi-billion-dollar revenue operations in Japan, Brazil and South Korea.
Ms. Matibag is a graduate of the Advanced Management Program at The Institut Européen d’Administration des Affaires (INSEAD), holds a Master of Business Administration from the New York Institute of Technology and a Bachelor of Arts in Communication from the Ateneo de Manila University.

Amabelle C. Asuncion
Atty. Amabelle C. Asuncion has over 20 years of experience as a law practitioner in both the private and public sectors. Her field of expertise covers corporate and commercial law, regulatory & compliance, and government relations.
She is a former commissioner of the Philippine Competition Commission (PCC), a quasi-judicial agency mandated to enforce the Philippine Competition Acts across all sectors. Her other experiences in the public sector include serving as legislative officer for the Office of the Senate Majority Leader and Commission on Appointments and as Executive Director for the Senate Oversight Committee on Climate Change. She is also a member of the faculty of the UP College of Law.
In the private sector, Atty. Asuncion joined the SyCip Salazar Hernandez & Gatmaitan Law Office before eventually moving on to leadership roles in various organizations. She was law and policy reform consultant at the Asian Development Bank, legislative advisor at the European Chamber of Commerce, legal counsel at BDO Unibank and Director for Legal and Regulatory Affairs at Bloomberry Resorts and Hotels, Inc. She then joined the Divina Law Office as a partner.
Atty. Asuncion graduated from the University of the Philippines in 1996 with a BA in English Studies, magna cum laude, and went on to complete her Bachelor of Laws from the same institution in 2001. She went on to the Georgetown University Law Center in Washington, D.C., where she obtained her Master of Laws in International Legal Studies, graduating with distinction, in 2007. She was admitted to the Philippine Bar in 2002 and the New York Bar in 2008.

Philip I. Ranada
An infrastructure and transportation lawyer, Mr. Ranada has experience in major infrastructure projects, from gathering consortium partners, pursuing bids, negotiating with government and major contractors, to setting up project companies after winning the contract.
Before joining the Prime Infra Group as a Director for Contract Management & Administration, he worked as General Counsel for Light Rail Manila Corporation, a rail service company engaged in the operation and maintenance of the Manila Light Rail Transit System Line 1. Prior to this, Mr. Ranada was also with the Ayala Group Legal Counsel for over a decade where he handled Infrastructure and PPP, Mergers and Acquisitions, BPO and Technology, Education, Real Estate Development, and Intellectual Property.

Donnabel Kuizon Cruz
Donna’s career spans more than 22 years in the oil and gas industry, where she led positive shifts on profitability, capability and culture of organizations under her care.
Her career began at Shell Philippines in 2001, where she initially served as a Technologist at the Tabangao oil refinery. There, she achieved recognition for leading the successful Malampaya Gas Tie-in Project, which transitioned the refinery from diesel to gas for power generation, boosting annual margins by USD 15 million in 2007.
Donna later moved to Malaysia, joining Shell Global Solutions as a Senior Hydrocarbon Management Consultant. In this role, she led refining margin improvements and energy efficiency programs across Asia and Africa, delivering cumulative annual revenue increases exceeding USD 50 million by 2010.
In 2011, Donna assumed the role of Production Services Lead at Shell Philippines Exploration B.V. (SPEX), overseeing the asset-wide “IPSC500” production capacity improvement program that extended the Malampaya field life and enabled the monetization of tail-end volumes worth USD 80 million gross NPV by 2021.
By 2013, Donna became the youngest member of the SPEX management team as their Health, Safety, Security, and Environment (HSSE) Manager, implementing the Goal Zero safety initiative for the Malampaya Phase 3 Depletion Compression Project.
Transitioning to Shell Headquarters in The Hague, Netherlands in 2017, Donna served as Business Advisor to the Executive Vice President of Shell International Exploration and Production's Upstream Operated Ventures. In this role, she managed business planning and operations for senior leaders across Europe, the Middle East, Asia, and Africa, overseeing more than USD 4 billion in total annual revenue at the time.
Returning to Shell Malaysia in 2020 as Integrated Planning Manager, Donna led strategic organizational changes which improved efficiency and integration within Shell's Sabah and Sarawak operating assets, including the creation of their first decarbonization roadmap.
At present, Donna serves as the first female CEO, Managing Director, and General Manager of Prime Energy Resources Development B.V., leading the delivery of key growth projects for the SC 38 Consortium’s Malampaya Deep Water Gas-to-Power Project Phase 4. She’s also driving the expansion and transformation of Prime Energy’s business strategy moving forward.
Donna graduated Magna Cum Laude and as Valedictorian from the University of Santo Tomas College of Science with a B.S. in Chemistry, topping the 2000 National Chemistry Licensure Exams.
She sees herself as a visionary and innovator, emphasizing transformational leadership to effect meaningful changes both within her workplace and in broader communities and sectors.

Jose Victor Emmanuel A. de Dios
Before joining Manila Water Company, Inc. as President and Chief Executive Officer, Mr. de Dios served as the Chief Executive Officer of Prime BMD Corporation. He is a member of the Board of Directors of Oriental Petroleum and Minerals Co. (“Oriental Petroleum”), Phoenix Petroleum Phils., Inc. (“Phoenix Petroleum”), and Bukas Finance Corp. Oriental Petroleum and Phoenix Petroleum are publicly listed oil and gas players in the Philippines.
He is also a Director of the International School Manila and the Parish Pastoral Council for Responsible Voting (PPCRV) and an Independent Trustee of the Meralco Power Academy. He currently serves as the Chairman of the Board of the Nido Petroleum Foundation and the Chairman of the Economy Committee of the Makati Business Club.
From 2012 to 2020, he served as Chairman of the Board and Chief Executive Officer of GE Philippines, Inc., as Chairman of the Board and Chief Operating Officer of GE Oil & Gas Philippines, Inc., and as Chairman of the Board and President of GE Power and GE Lighting Philippines Inc.
From 2008 to 2012, Mr. de Dios held the position of Managing Director and Chief Executive Officer of Nido Petroleum Ltd. (ASX:NDO), a publicly-listed oil and gas exploration and production company in Perth, West Australia and Manila, Philippines. He concurrently served as the President of Nido Petroleum Philippines, Pty Ltd.
Mr. de Dios also served as a Director of the American Chamber of Commerce (2018 to 2020), as Managing Director of Merritt Advisory Partners, Inc. (2006 to 2008), as Chairman of the Board of the Philippine National Oil Company-Exploration Corp. (2004 to 2005), and as Undersecretary of the Department of Energy (2001 to 2004).
Mr. de Dios graduated with a Bachelor of Science in Business Administration degree from the University of the Philippines in 1986. He holds a Bachelor of Laws (LL.B.) from the Ateneo School of Law. He also completed his Master of Laws (LL.M.) from the Harvard Law School in 1994.

Janssen A. Dela Cruz
Prior to joining Prime Infra Group as Market Sector Lead for Power, Mr. Dela Cruz was Vice President for Business Development in Global Business Power Corporation for 4 years where he led business and strategy development for traditional and renewable energy projects. He also held the position of Vice President of Engineering for ResoluteCM, LLC where he was brought onboard to manage the Philippine-based engineering office, which provided support to multiple international locations.
Mr. Dela Cruz has over 12 years of experience in managing multidisciplinary engineering services with major focus on quality assurance and quality control for industrial construction, multidisciplinary and coordinated engineering design, construction supervision, and more, while also being experienced in leading business development and commercial management for the power sector.

Carla Angelica T. Peralta
Carla Angelica T. Peralta has solid experience in leadership roles in project management, supply chain management and business strategy in the infrastructure industry.
Before joining the Prime Infra Group, she held various leadership roles in Supply Chain Planning, Imports/Exports Operations, Biofuels Operations and Channel Optimization in Pilipinas Shell Petroleum Corporation and Shell Philippines Explorations B.V for 8 years. Her past experience developed her expertise in negotiations and stakeholder management, contracts and procurement management, logistics management, business continuity planning, project management, business development, and external stakeholder management.

Melvin John M. Tan
Mr. Tan joined the Manila Water group in 2002 as a management trainee, starting from the ranks and holding various front-line roles within the organization leading up to his secondment as General Manager and COO of two start-up subsidiaries outside Manila, namely the Boracay Island Water Company and the Laguna AAAWater Corporation. After serving these companies for nearly a decade, he then went on to join a start-up energy company before being tasked to lead Prime Infra’s water venture.

KATHRINA CHARMAINE R. ALVAREZ
As Director of Corporate Communications and Public Relations, Alvarez is responsible for overseeing work involving branding, media relations, all publications and media content, and reputation management. She ensures Prime Infra’s brand is conveyed effectively across all media platforms and safeguards the company’s relationships with stakeholders and the public.
Alvarez has 15 years of experience in the communications field, having worked as a journalist mostly covering political assignments and doing public relations work for a government-owned corporation.
Before joining Prime Infra in 2021, she led the Public Relations division of the Bases Conversion and Development Authority (BCDA), where she managed reputation, media relations, and content production for the government office.
She was also a Senior News Producer for GMA News Online, the official news website of one of the largest television networks in the Philippines. In this role, she was responsible for covering executive and legislative assignments, ensuring comprehensive, timely and accurate reporting. She was also a Reporter for Sun.Star Manila, a regional news outlet in one of the largest community newspaper groups.
She graduated with a journalism degree from St. Scholastica’s College Manila and earned masteral units in Applied Media Studies from the De La Salle University.

DAVE JESUS T. DEVILLES
Dave Jesus T. Devilles is a sustainability and reputation management leader with 20 solid years of experience in various leadership roles in energy, infrastructure/construction, holding and banking companies.
Prior to joining Prime Infra, he was with Aboitiz Group for seven years where he held sustainability and corporate communication roles. His last stint was with the Union Bank of the Philippines as Vice President and Head of Sustainability, CSR and Employee Relations, where he set up the sustainable finance framework of the bank, ahead of the mandate of the Bangko Sentral ng Pilipinas. Early in his career, he worked at the Office of the President, Philippine National Oil Company – Energy Development Corporation, and the Lopez Group where he started the integrated financial and sustainability reporting initiative.
Mr. Devilles was the recipient of the British Chevening Scholarship in 2010 that conferred him with a Master of Science in Corporate Communication and Reputation Management from the University of Manchester. Currently, he is the recipient of the Swedish Institute of Management Programme (SIMP) for sustainability executive and leadership program in Asia for the 2022 cycle. Mr. Devilles graduated with a Bachelor’s Degree in Public Administration from the University of the Philippines, Diliman.

EDGARDO M. CALANTUAN JR.
Edgardo Calantuan Jr. has multi-industry knowledge and experiences in Business Transformation, Digital Transformation, Technology Innovation and Program Management following Project Management Professional (PMP) Standards. He is also a practitioner of IT Standards and Methodologies such as Infrastructure Library (ITIL) Standards, Software Development Lifecycle (SDLC) Methodology, ASAP (Accelerated SAP) to name a few.
With a total of 27 years of experience working mostly in the Information and Communications Technology (ICT) industry and more than ten (10) years of Telco industry related work experiences, his achievements include designing and implementing highly reliable business support applications/systems and technology architecture including On-Premise Data Centers and Cloud Hosted Environments that require 24×7 availability and operations and compliance to IT Security standards and best practices. Being an IT Solutions and Technology Architect, he has a strong conceptual knowledge and implementation of business applications relevant for business transformation initiatives. He constructs sound, logical business improvement opportunities consistent with corporate information management guiding principles, cost savings, and system architecture objectives.

RICHARD RAYMUND T. ENRIQUEZ
Richie is a seasoned finance professional with over 25 years of experience within different fields of finance and accounting, serving roles in both the Philippines and the United States.
Before joining Prime Infra, Richie served as Finance Director at TBWA\Santiago Mangada Puno, a global advertising agency. During his 11-year stay, he led the agency through consistent growth in the midst of a changing advertising landscape.
Richie began his career at SGV & Co., where he worked for 6 years, including a two-year assignment in Boston, and which gained him significant external audit experience.
He later worked for 3 years at a New York-based auditing firm, focusing on Sarbanes Oxley audits. His career also included stints at ePLDT, Inc. and Chevron Holdings.
Richie holds a BS in Accountancy from De La Salle University and is a Certified Public Accountant.

RANDY T. RELLERA
Randy has over 15 years of experience in Contracting, Procurement and Supply Chain, supporting Business Operations, New market entries and Joint Venture synergies. His industry experience spans from construction to retail, oil and gas wherein he led the development of various local and global contracts and solutions that shaped the businesses he supported.
Prior to joining Prime Infra, he was the Procurement Head of First Balfour Inc. for 7 years. Being well placed in the construction industry, he was elected into the Board of Trustees of the Philippine Constructors Association from 2020 – 2022 and led the Committee of Procurement Observers for the Government Procurement Policy Board.
He also spent 21 years in Shell in various assignments in the Philippines, China and Global virtual roles in Procurement, Business Strategy and Development, wherein he managed up to USD2Bln in spend value, established global systems and processes and developed Retail business ventures that are thriving to this day.
Randy is a graduate of De La Salle University with a degree in B.S. Chemical Engineering. He earned his Master’s in Business Administration at the Ateneo Graduate School of Business with honors.

BRYAN L. SY
Bryan is a highly experienced HR leader with more than 15 years of experience in managing different facets of Human Resources. Bryan’s work focus on improving work culture aimed at creating a more collaborative and performance-driven organization, and establishing engagement and talent development frameworks to support people aspirations and organizational requirements.
In his most recent position as VP and Head of HR for Engineering, Procurement and Construction at Megawide Construction Corporation, Bryan managed and led a team of 45 HR professionals. Under his leadership, significant enhancements were made to HR strategies and systems benefiting a workforce of over 2,500 employees. Noteworthy achievements include the implementation of Talent Management and Learning and Development programs, establishment of compensation philosophies, and digitalization of support services.
He also served as First AVP and Head of HR at Jollibee Foods Corporation, Red Ribbon Bakeshop, Inc. and Mang Inasal Philippines Inc., where he demonstrated his proficiency in directing organizational transformation and implementation of different learning and development programs which contributed to improved customer and employee satisfaction ratings. He also led the cultivation of corporate culture that led to high employee engagement and a successful Collective Bargaining Agreement. Prior to the above experience, he was Director and Head of Global Rewards Management where he led the corporate compensation and rewards team covering both local and foreign business units.

EMMA G. VILLA DEL REY
Joining Prime Infra in 2021 as Head of Treasury, Ms Villa del Rey has more than 25 years of extensive experience in Treasury Management and Finance covering the energy, power, construction, manufacturing and banking sectors. She has previously served as the Senior Treasury Manager in various industry giants such as Atlantic, Gulf & Pacific Company of Manila, Inc, Alsons Consolidated Resources, Inc., First Balfour, First Philippine Electric Corporation and Phelps Dodge Philippines Energy Products Corps, after her post as a treasury marketing officer at PCI Bank, now known as Banco de Oro.
Ms. Villa del Rey is a graduate of the University of the Philippines in Diliman with a degree in Business Administration. She earned her master’s degree in Business Administration in De La Salle University Graduate School of Business.
