Razon Jr., applies an integrated and comprehensive approach to the task of developing infrastructure assets, improving lives and laying a strong foundation for the future by enabling the delivery of essential services to communities in emerging markets worldwide.

Currently, our infrastructure assets include both Renewable and Sustainable Energy, Water, and Construction, but will soon expand to other industries, further diversifying our portfolio and improving our services and commitment to various communities around the world.

  • Enrique K. Razon Jr.
    Chairman & CEO

    Aside from being the Chairman of Prime Infra, Enrique K. Razon Jr. is also Chairman of the Board and President of International Container Terminal Services, Inc. or ICTSI, a Philippine-based company that manages and operates over 32 ports and terminals in 19 different countries across the globe.

    In addition to having valuable experience in marine cargo handling, Mr. Razon also pursues investments and has expertise in other major industries such as Power, Infrastructure, Mining, Oil and Gas Exploration, Leisure and Gaming Facilities in the Philippines and across the globe. Mr. Razon sits on the board of most ICTSI subsidiaries worldwide and also chairs its foundation, which oversees and implements the entire group’s CSR efforts and advocacies.

  • Guillaume Lucci
    Director & President

    For over 20 years, Mr. Lucci has spearheaded the development and operation of some of the most vital infrastructure projects in various industries in emerging markets across the globe.

    He has held leadership roles in the Americas for CH2M HILL and Halcrow Panama S.A (Halcrow). He was also the Principal Vice President and Director of River Consulting’s Maritime Division, a wholly owned subsidiary of Kinder Morgan Energy Partners (NYSE: KMP), working in terminals in the continental USA and Latin America. He has also led the Global Engineering division and group-wide Capital Expenditures as an Officer of International Container Terminal Services, Inc. (ICTSI, PSE:ICT).

    Throughout his career, Mr. Lucci has been involved in a number of projects that were recognized as outstanding infrastructure projects by leading industry associations and national governments. His experience spans across five continents, with recent projects located in Iraq, Democratic Republic of Congo, Colombia, Mexico, Honduras, Argentina, Philippines, Papua New Guinea, Australia, and more.

  • Stephen A. Paradies

    Aside from being a Director of Prime Infra, Mr. Paradies also holds the position of Chairman of More Electric & Power Inc., and Director of International Container Terminal Services, Inc. (ICTSI) and Apex Mining Company Incorporated. He is also a Trustee of the Bloomberry Cultural Foundation.

    Before his stint with the Prime Group as Director, he served as the Group Chief Financial Officer, Senior Vice President and Corporate Information Officer of Aboitiz Equity Ventures, Inc. from 2004 to 2015. He was also a Director of UnionBank of the Philippines from 1989 to 2016.

  • Jose C. Ibazeta

    Jose C. Ibazeta is a Director of International Container Terminal Services, Inc. (ICTSI), as well as a Trustee and the Vice President of ICTSI Foundation, Inc. He also served as a member of the Audit Committee and Nomination Committee, as well as the Treasurer of ICTSI, before being appointed as President and CEO of the Power Assets and Liabilities Management Corporation by the President of the Republic of the Philippines. In 2010, he also served as Acting Secretary of the Department of Energy before being re-elected as a Director of ICTSI.

    Mr. Ibazeta holds the position of Director and Consultant to the Chairman of the Board for A Soriano Corporation, and is also a Director of Anscor Consolidated Corporation, AFC Agribusiness Corporation, Anscor Holdings, Inc., Minuet Realty Corporation, Phelps Doge Philippines Energy Products Corp., and Island Aviation, Inc., where he also holds the position of Chairman and President.

    He is also a member of the Board, the Executive Committee, and the Compliance Steering Committee, and Chairman of the Audit Committee at AGP Group Holdings, PTE, Ltd.

  • Christian R. Gonzalez

    Mr. Gonzalez is the Executive Vice President of International Container Terminal Services, Inc. (ICTSI) and the company’s Head of Global Corporate.

    Prior to serving these positions, he also acted as Senior Vice President and Regional Head of Asia Pacific & MICT at International Container Terminal Services, Inc. from 2012 to 2018. Mr. Gonzalez now also serves as President of the ICTSI Foundation and Director of Bloomberry Resorts Corporation.

  • Jesus Bernardo M. Palma III
    Chief Financial Officer

    Mr. Palma started his career in 1992 as an Internal Auditor for Bacnotan Consolidated Industries, Inc. He then moved to Holcim Philippines, Inc., where he served as Financial Controller, Head of Business Planning, and CFO all in a span of 14 years. Afterwards, he became the Director of Operations and Finance and Managing Director of the Jardine Schindler Philippines, before currently serving as CFO for both Prime Metro Power Holdings Corporation and Prime Metroline Infrastructure Holdings Corporation.

  • Melvin John M. Tan
    Market Sector Lead – Water

    Mr. Tan joined the Manila Water group in 2002 as a management trainee, starting from the ranks and holding various front-line roles within the organization leading up to his secondment as General Manager and COO of two start-up subsidiaries outside Manila, namely the Boracay Island Water Company and the Laguna AAAWater Corporation. After serving these companies for nearly a decade, he then went on to join a start-up energy company before being tasked to lead Prime Infra’s water venture.

    Skilled in Corporate Strategy, Operations Management, Sales Operations, Financial Operations, Business Development, Project Delivery, People Management, Regulatory Affairs and Government & Stakeholder Relations, Mr. Tan brings over 18 years of experience and expertise to Prime Infra as Market Sector Lead for Water.

  • Janssen A. Dela Cruz
    Market Sector Lead – Power

    Prior to joining Prime Metro Power Holdings Corporation as Market Sector Lead for Power, Mr. Dela Cruz was Vice President for Business Development in Global Business Power Corporation for 4 years where he led business and strategy development for traditional and renewable energy projects. He also held the position of Vice President of Engineering for ResoluteCM, LLC where he was brought onboard to manage the Philippine-based engineering office, which provided support to multiple international locations.

    Mr. Dela Cruz has over 12 years of experience in managing multidisciplinary engineering services with major focus on quality assurance and quality control for industrial construction, multidisciplinary and coordinated engineering design, construction supervision, and more, while also being experienced in leading business development and commercial management for the power sector.

  • Maricel L. Muzones, CPHR
    Director – Human Resources

    Ms. Muzones began her career as a Plant Site HR for Philippine Recyclers, Inc. before joining Vitarich Corporation and Viskase Asia Pacific Corporation as HR Manager. She then joined Jardine Schindler Philippines as HR Director before finally moving to Prime Metroline Infrastructure Holdings Corporation also as Human Resource Director.

    She is well experienced in Human Resource Management, Talent Management, Compensation & Benefits, Labor Relations and Workforce Diversity, helping streamline processes and capitalize on organizational growth opportunities.

  • Philip I. Ranada
    Director – Legal

    An infrastructure and transportation lawyer, Mr. Ranada has experience in major infrastructure projects, from gathering consortium partners, pursuing bids, negotiating with government and major contractors, to setting up project companies after winning the contract.

    Before joining Prime Metroline Infrastructure Holdings Corporation as a Director for Contract Management & Administration, he worked as General Counsel for Light Rail Manila Corporation, a rail service company engaged in the operation and maintenance of the Manila Light Rail Transit System Line 1. Prior to this, Mr. Ranada was also with the Ayala Group Legal Counsel for over a decade where he handled Infrastructure and PPP, Mergers and Acquisitions, BPO and Technology, Education, Real Estate Development, and Intellectual Property.

  • Katherine S. Bacosa
    Director – Branding and Corporate Communications

    Katherine S. Bacosa brings more than two decades of experience in Marketing and Brand Management to Prime Metroline Infrastructure Holdings Corporation as its Director for Branding and Corporate Communications.

    Prior to joining the team, she worked with some of the top global and multinational companies such as British American Tobacco, JT International, ANZ Banking Group and MAC Cosmetics, while also working with government, namely the Bases Conversion and Development Authority, for a little over 3 years.

    With expertise in Advertising, Brand Management, Budgeting, Marketing, Merchandising, Market Research, and Event Management, Ms. Bacosa aims to build equity and credibility for the Prime Infra brand, as well as its many subsidiaries.

  • J.V. Emmanuel “Jocot” A. de Dios 
    CEO – Manila Water Company

    J.V. Emmanuel “Jocot” A. de Dios brings nearly three decades of experience as corporate chief executive, business leader and lawyer in his role as Manila Water Company, Inc.’s President and Chief Executive Officer. Mr. de Dios was previously with Prime Metro BMD Corporation, and has expertise in the energy and infrastructure sectors, having worked for multinational company GE Philippines (CEO), publicly- listed Australian firm Nido Petroleum Ltd (CEO and Managing Director), and the Philippine Government as Undersecretary at the Department of Energy and Chairman of the Philippine National Oil Company-Exploration Corp.

    He is currently a member of the Board of Directors of publicly-listed Oriental Petroleum and Minerals Co. and Phoenix Petroleum Philippines, Inc. He also serves as Chairman of the Economy Committee of the Makati Business Club, Chairman of the Board of the Nido Petroleum Foundation, and is an Independent Trustee of the Meralco Power Academy.

    Mr. de Dios is passionate about education, having taught many years at different Philippine universities, and is a business mentor through the Endeavor Network. He is active in other non-profit organizations as board member/trustee.

  • Sebastian Arsenio R. Lacson
    CEO – Prime Metro BMD Corporation

    Sebastian Arsenio R. Lacson has extensive experience in the power industry, working in different capacities in three continents Asia, Europe, and Americas. In the Philippines, Mr. Lacson held the positions of Chief Reputation Officer for conglomerate Aboitiz Equity Ventures, and Chief Operating Officer for Visayan Electric Company, the country’s second-largest electric utility. Lacson also led traditional energy projects for power generation units of Aboitiz Power Corporation, and AC Energy.

    He continues to serve Prime Infra as Senior Project Director leading the company’s waste-to-fuel project.
